What is a Governmental Letter? Does it suffice as a formation document for governmental entities?

Printed on official government letterhead and signed by an authorized official, the Governmental Letter attests that the organization is a government agency. It does not suffice as a formation document. Rather, GlobeTax requires a copy of the official document that was filed by the state of the government agency describing the purpose, trustee, and benefit information.
