Why is Form 8802 necessary? Can the W-9 suffice?

A W-9 does not cover the entire recovery process. Foreign tax authorities will only recognize an official Certificate of Residency Form (IRS Form 6166), which is only issued once the application for Form 6166 (IRS Form 8802) is submitted and approved by the IRS.
